Team Leader
PADV, a leading NGO, established since 1995 in Cambodia running by now with five major development programs related to mostly domestic violence against women and children, gender equality, women’s empowerment, anti-child trafficking and other development programs. It is operating by three offices with cross-cutting programs in various provinces working closely with MoWA and other relevant institutions.
We are looking for a dynamic and experienced Team Leader (Salary rang: US $315 – $400 monthly, based in Kompong Cham Province) who can give us a hand mostly at the field work on project implementation.
Main Responsibilities and Requirements:

Center Manager
Pour un Sourire d'Enfant (PSE) is a French non-profit making organization which has been established since 1996. PSE employs more than 450 dedicated staff. It provides training in different skills to maltreated, destitute and uneducated children who scavenge to survive or work in difficult and dangerous situations around Phnom Penh suburbs. - Plan and implement the action plan and budget plan
- Supervise and manage staff

- Write a report for the director
- Bachelor or Master degree in Management, Social Science, Psychology or Other related fields
- Minimum 2 years of working experience in social work or community development
- Experience in communication with companies, NGOs or local authorities
- Strong knowledge or experience in management, counseling/ conflict resolution
- Have a driving license
- Good command of English ( French is prioritized)
- Computer literacy Ms. Office
- Good interpersonal skills with professional attitude
- Creative, independent and dynamic
- Be able to work under pressure, after hours and night time

The Young Professional Officer (YPO) Programme is designed for highly qualified and motivated young professionals recently graduated from University and skilled in areas relevant to UNDP operations such as Poverty, Environment and Sustainable Energy, Democratic Governance, Gender, Management, HIV/AIDS, ICT for Development and Natural Disaster Management.
The purpose of the Programme is twofold:
* The Programme provides the opportunity to start a development career through “on the job” professional development and exposure to UNDP’s policies and operations.
* The Programme aims to strengthen the resource base and research capacity of our team; YPO candidates are expected to make significant contributions to the work of UNDP Cambodia.
The YPO candidates will work in a “flat” office environment with an emphasis on teamwork. More specifically, the candidates will work closely on ongoing research activities in the office. The Assistant Country Director or Operations Manager will be responsible to provide primary oversight of the work of the candidate assigned to them.
Duties and Responsibilities
The Young Professional Officers will provide substantive research and analytical support to the UNDP’s different teams such as: Programme, Operations, Communications & Monitoring and Evaluation in Phnom Penh, by:
* Providing conceptual, analytical and substantive contributions to the on-going or new office initiatives related to programmatic or key management practices
* Supporting the data analysis, business process improvement, and design of new framework, development of business solutions.
* Supporting research activities, including the distillation and codification of lessons learnt in contribution to policy development tasks.
* Proactively identifying lessons and comparative experiences from UNDP’s global activities and sharing them with our counterparts.
* Monitoring UNDP’s knowledge networks and liaising with UNDP’s Regional Centers in Bangkok and Colombo to support our ability to link UNDP Cambodia with international/global expertise.
* Preparing background/concept notes for workshops and conferences, ensuring high quality and uniformity in content and form.
* Preparing technical/policy notes to share UNDP’s view on particular global/national issues with government and other partners.
Young Professional Officer for Human Resources Unit
* Support key initiatives in enhancing learning cultures, and the design and implementation of new interventions related to management of learning in the office;
* Ensure successful implementation of the marketing approach to recruitment and key initiatives related to employment branding;
* Promote the well-being of all staff working in the office and provide analytical inputs to the global staff satisfaction survey.
Young Professional Officer for Finance Unit
* Elaboration and implementation of the Country Office cost saving and reduction strategy
* Support in establishment of the change management process regarding to implementation of IPSAS (International Public Service Accounting Standard)
* Optimization and enhancement of the cost-recovery mechanism and control of account receivable
* Revisit of the existing Control mechanism to prevent financial fraud and risk at all level
Young Professional Officer for Information and Communications Technology (ICT)
* Electronic Record Management Initiative: focusing on improving the record management process by providing tools, manual, and guideline to ensure the record has been captured from the start of the process and continue to maintain for its life time;
* Decision Intelligent Initiative: focusing in developing decision aids tool to facilitate the applicable structural approach decision;
* Work plan Framework Initiative: focusing in assisting in the developing of the office operation work plan to effectively management the competing resources.
Young Professional Officer for Environment and Energy Cluster
* Involve in research activities in Climate Change Adaptation and Mitigation, Sustainable Forest Management and REDD portfolio;
* Involve in communications and advocacy work on E&E portfolio includes coordination of key national thematic forums, awareness raising activities and media engagement;
* Take lead in the Country Office’s initiative in promoting carbon-neutral and greener working environment for the staff working closely with the Greening Committee.
Competencies
Required Skills and Experience
YPO Programme is meant for Cambodian nationals only. All staff and personnel holding contract with UNDP and other UN Agencies are not eligible for this Programme. UNDP may accept YPOs providing the following conditions are met:
a) Educations
* Recent University Post Graduates or equivalent either in areas of relevance to UNDP’s work, such as – but not limited to: development economics, social development, public policy, natural disaster, political science, or international relations, business or public administration, or finance.
* The eligibility for selection to YPO Programme is based on excellent academic qualifications and UNDP’s staffing needs. The eligible age for this Programme is 30 years old and below.
b) Experience
:-) No prior job experience is required. Candidates who have work experience of one year or more are not qualified for YPO Programme.
c) Required Knowledge and Skills
* Excellent command of English, both written and spoken is essential.
* Excellent research skills.
* Strong analytical skills.
* Flexibility and the capacity to work in different parts of the organization.
* Commitment and enthusiasm for development work.
* Maturity combined with tact and diplomacy.
* Ability to adapt quickly to new working environments.
* Fully computer literate.
